Annex to the BAFRA Terms & Conditions from 1st April 2026

The BAFRA Terms and Conditions can be found in the BAFA Rule Book. This page constitutes the annex to them.

Fees and expenses

All charges are per match (or equivalent) and based on the match's category. See the BAFRA Terms and Conditions in the rulebook for an explanation of the category code system.

Officials' Game Fees
Details of Crew fees may be found in Table 1

Sideline assistants, Clock, and Scoreboard Operators

BAFRA will provide additional Sideline Assistants (Chain Crew/Ball Persons), Clock, and Scoreboard Operators where requested. These will be sourced from BAFRA officials and will have sufficient expertise for the role they are assigned to. Sideline assistants, Clock, and Scoreboard Operators fees will be invoiced to teams alongside the crew and admin fee. From April 2026 these will be charged at £27.50 per person. These positions are voluntary. This payment is to reflect their time and will not include additional travel expenses.

Crew Game fees will be subject to indexation every two-years from 2026 and will be assessed by the lower of:

  1. The value of CPI (the Consumer Prices Index) over the relevant 2-year period, calculated April to March, rounded to the nearest 0.1%.
  2. 5%

This figure will then be rounded to the nearest 50p

Should CPI over the relevant 2-year period be negative, game fees will remain unchanged.

BAFRA Administration Fee

The BAFRA administration fee is different to the Crew Game Fees and varies depending on the format. It pays for Crew expenses and for the day to day running of BAFRA. The current BAFRA admin fees may be found in Table 2. These fees will be held at the current levels for the 2026 season. The Admin Fee will be reassessed in time for 1st April 2027 and the Annex updated accordingly. It will be reassessed every two years thereafter.

Format BAFRA Administration Fee
11 v 11 £100
9 v 9 £70
7 v 7
5 v 5
£50

* The administration fee is waived for one of the games in a double-header (i.e. two games at the same venue). Where the admin fees for the two games are different, the lower fee will be waived. Where there are two separate home teams the fee will be divided equally.
For games off the British mainland (e.g. Channel Islands) or elsewhere where the officials will be subjected to long journeys, special rates are subject to negotiation. This is denoted by the suffix S after the category code (e.g. SL-S).

Officials' travel expenses will be paid by BAFRA based on a claim on the game report form sent in by the Referee. This will be paid in accordance with the BAFRA Expenses Policy.

Games organised by Game Management that is not associated with a recognised BAFA organisation are not given Category A status.

Late Payment of Game Fees

Prior to the start of season, and at any point during it, teams may ‘prepay’ for home games in advance of their date. To facilitate this, BAFRA will contact teams in the months leading up to the start of the season, offering them a pre-paid invoice (NB- due to the unpredictable nature of small sided tournaments and the number of variables, this may not be possible for 7v7 and 5v5 formats of the game).
Teams choosing not to prepay will be provided with an electronic invoice by the assigned Referee or BAFRA Finance in the week leading up to the fixture.
As per the agreed Terms and Conditions, invoices not paid in full within 3 working days of the game taking place will incur a £25 late payment fee.
Invoices for games which remain unpaid a further calendar month following the game, will incur a further £25 late fee. An additional £25 late fee will be applied for each calendar month the invoice remains unpaid. BAFRA reserves the right not to cover games which remain in debt despite numerous documented attempts to recover the debt. Consistent team debt will also be flagged to competition management.

Standard crew size

The standard number of officials assigned to a team is set according to the team's league/division. If Game Management or league asks for additional officials above the normal number on a crew they are charged pro rata.

The size of crews assigned for International category fixtures will normally be at least the same size as for a corresponding playoff game but may be larger according to the importance of the game.

*Where a league or playoff game is designated as an "Elite" game, Game Management will only be charged for the normal number of officials for the game – BAFRA will pay the excess.

All teams are currently in guarantee category Gamma - i.e. no guarantee. See the Terms and Conditions in the rulebook if you need an explanation of this.
