DISCIPLINARY UPDATE

Last week's Newsflash reported that Emmanuel Eze of Manchester Titans was disqualified from their game on 8th June for committing a Flagrant Unsportsmanlike Conduct Foul. However, the disqualification was cancelled after the calling official reviewed the footage of the incident and, alongside their recollection of events, concluded that the foul was not Flagrant.

Early in the third quarter, number 21 stood over a prone opponent and taunted them. Between the third and fourth quarters, whilst changing ends, number 21 verbally abused an Official. He was disqualified.

Upon completion of the penalty and announcement of disqualification, number 21 re-entered the field, removed his helmet, threw it to the ground and charged at the officials. He had to be restrained by a number of teammates and coaches. This was treated as Misconduct and a second fixed penalty offence

With 3:43 remaining in the third quarter, Edinburgh #75 was thrown to the ground by their helmet by #40 as the ball passed the pair of them. This act was penalised as a live ball personal foul. #75 retaliated by wrestling and clearly punching #40 on the ground with #40 retaliating in kind. The two players had to be separated by players from both teams and the officials.

This was considered discriminatory language towards an official and resulted in a second Unsportsmanlike Conduct penalty.

With 9:51 remaining in the third quarter, #74 was penalised for Unsportsmanlike Conduct, after the play had ended, for maintaining physical contact with and pushing an opponent well after the whistle had blown. Following the announcement of the penalty, #74 directed a derogatory comment towards the Referee, which resulted in a second penalty for Unsportsmanlike Conduct.

At the conclusion of the game, the player returned to the playing enclosure, sought out the officials to confront them and prevented them from leaving the playing enclosure. This was a second act of Misconduct.

With 5:43 remaining in the third quarter, #18, significantly away from the play and after the play had ended, shoved another opposing player in the chest with both hands, drawing a second unsportsmanlike conduct penalty.

With 14:44 remaining in the third quarter, an assistant coach entered the field to remonstrate with an official in an aggressive manner and was penalised for unsportsmanlike conduct. With 0:05 remaining in the fourth quarter, the same assistant coach remonstrated with an official using abusive language. This resulted in a second unsportsmanlike conduct penalty.

90-yard field which is poorly marked. Many lines are hand pained and are therefore wonky and in some areas very faint. Team and coaching areas missing. Officials’ assistants were not provided until less than ten minutes before scheduled kick off. The down box was unable to show "1" during the game, so the number was turned away from the field to indicate 1st down. Bristol did a good job with the overall fan experience with a commentator, scoreboard, raised seating and food trucks provided, however the Referee had to announce to the far side of the field as Bristol refused to change the sidelines the chains were run on. In previous weeks this has been due to the game has been streamed, but not this week. After the game, a BAFRA member who was at the game in a non-officiating capacity informed the Referee a drone had been flying near the field during the game, and at one point had been flying over one end-zone. This wasn't spotted by the crew but my thanks to that member who sought out the pilot and asked them to bring the drone away from the field.

The field was pre notified as a 90-yard field. At the venue we discovered that it had been marked as 100 yards, with ten-yard end zones. On this field a 90 yard pitch would be tight, 100 was tiny. The resulting yards were short, somewhere in the region of 20-25 inches. The chain set had been reduced in length to accommodate the field. As the crew did not have an accurate way to assess the field size, the game was played. However, it is suggested that BAFA should check the suitability of this pitch at this venue. In addition the field surface would be described as rolling terrain. Changing rooms are too small for any more than two people but two are provided, not lockable.

Multiple sports markings. Missing team areas and limit lines. Lines were a very faint blue (on green surface). Short yard-line extensions were invisible from a range of three yards away, and visible when closer only if a) the angle of the sun was right or b) you noticed that the texture of the turf was slightly different in "painted" areas. The low visibility of markings delayed the spotting of the ball to the point of interfering with attempts to run a no huddle offence. Game kicked off five minutes late due to the late arrival of the medic. Second half kicked off ten minutes late due to changes to all five officials assistants. With around nine mins left in the second quarter, the crew size dropped to three due to a non-contact injury to the line judge, with the umpire moving to that position.

Well-marked 100-yard field with 12-yard end zones. No coaching or players' boxes present, but there was a blue line at each side of the field that both teams stayed behind, giving the officials room to work. The goal posts are added to soccer goals, and the crossbar appears to be a little lower than at most venues. The changing room was available on arrival as the teams had already changed. As usual, this did not lock. There was one change of ball person when the young man on the visiting sideline seemed to forget he was not wearing pads and did not back away far enough to avoid players heading out of bounds. After being checked over by the gameday medic, he returned to his position, much to the relief of the Linesman.

With 13:00 remaining in the third quarter, there was a serious injury to a home team player. The medical staff made the decision that the player could not be moved awaiting an ambulance. The emergency services provided an ETA for an ambulance as three hours. On that basis, after discussion, the two Head Coaches and the Referee agreed to shorten the remaining quarters to 0:00 under Rule [3-2-2-a].

Half time was extended to 50 minutes to deal with a coach who collapsed on the sideline at the end of the first half. Total delay was 1:05, including team warm-ups.

One post was crooked. The changing room was lockable but had no private shower or toilet. One area of the field had puddles of standing water, but by the end of the first half the water had gone. Overnight, there was a marquee erected which was ~14 feet from the sideline, the supports were covered with pads and ran from about the 40-yard line to the five-yard line at one end of the field.

Field markings had been re-marked with spray paint, leading to some crooked lines and the inbounds markings are unevenly spaced. No limit lines or team area markings on the away sideline. The numbers were the incorrect size. The goals were too wide, and one was slightly out of alignment. The usual changing room was not available, but an alternative was found, which was spacious and lockable but with no facilities.

Goals were white plastic tubing lashed to soccer goals which were moved six feet off the end line prior to kick off. By midway through the second quarter, both goals had failed and the game proceeded as a no-goals game. The Colchester coach was unhappy with this as he believed his side had the superior kicker and would be disadvantaged. His recourse in this situation would be to abandon the game and protest to BAFA. He declined to do this and continued with the game but noted he would protest to BAFA after the game. Game suspended for 17 minutes with 14:23 remaining in the fourth quarter to attend to an injured player. Changing room well appointed but not lockable.

The field was marked in blue, which is an improvement upon the red colouring previously used at this venue, but still not ideal. There were white field markings closer than four feet to the end zone line. The limit lines weren’t fully marked. The Team area lines were marked at three feet and six feet from the sideline. Prior to the start of the second half, the Nottingham HC reported that some of his players had heard racist and/or homophobic abuse from the Spectator area (which was completely separate from either team area). I advised him that, as the home team, this was a game management issue and they were technically responsible for it. I advised him that, if either team or the officials were able to detect the culprits, Nottingham should seek the assistance of the University security staff (the game being played at the University of Nottingham) to have the offending individuals removed from the venue.

At a natural break in the game during the second half, Nottingham drew our attention to an individual who was on the Nottingham roster, but had “quit the team during the game”. The individual was in the Manchester Team area and speaking to Manchester coaches. The referee spoke to the Manchester HC, who was at the opposite end of the Manchester team area. Upon having his attention drawn to the individual, he confirmed that the individual was not part of his team, and he wanted the person removed from his team area. The player was asked to stand in the Nottingham team area or leave the playing enclosure, he chose to leave the playing enclosure. Three changing rooms were provided for the officials, each only large enough for one person. The smell coming from the drains in the changing rooms was so unpleasant, it was not possible to remain in the changing room with the door closed. The changing rooms could only be locked from the inside.

There was a temporary stoppage during the game due to a dog entering the field.

There was a long stoppage in the second quarter for an injury to a player. The halftime interval was taken during this delay, and play resumed after the player was able to be moved. Coaches' boxes were only marked to the 25-yard line. Field and other markings were good. A conference room was supplied for officials, which had a lot more space than the official changing room.

100 IFAF-yard field marked to a high standard. There is a single diagonal line at around the 15 to five yard lines that stretches across the field but this did not pose any issue. Two members of the chain crew were changed at half time, but the re-briefing did not cause the second half kickoff to be delayed. The officials were provided with a spacious team changing room with private toilet and shower facilities, plus given access to a lockable storage room for bags.

Wide Receiver A88 is running a pass route near the sideline, untouched by an opponent, he then steps on the sideline with one foot, he then take multiple further steps which all take place in bounds. QB A1 throws the ball to A89, the pass hits A89 in the chest and then falls incomplete.

Defensive End B99 is flagged for Roughing the Passer

Last week

Play: The game is being played with a Video Judge. After a 1st down run that brings up 2nd & 5 for Team A at the A-45, Team A do not make any substitutions but Team B send in a player to replace defensive Lineman B97. B97 immediately acknowledges he is being replaced and begins slowly jogging to the Team B side line. Team A hurry up to the line in an attempt to catch Team B with 12 players on the field. B97 realises he needs to get off the field in a hurry, just before the snap B97 is approximately 1 yard from the side line, he then leaps to get out of bounds. At the snap B97 is airborne outside the side line but has not yet touched the ground out of bounds.

Team A throw a forward pass that is intercepted and returned for a Touchdown by Team B.


Ruling: It will be 1st and 10 at Midfield for Team A. The score is cancelled.

When B97 leaps from in-bounds he remains in bounds until he touches something that is out-of-bounds (2-27-15-b-2). Therefore B97 is inbounds at the snap, therefore he has not yet left the field of play, therefore he has not yet become a replaced player (2-27-10). This means that Team B have committed a live ball foul for having more than 11 players on the field (3-5-3-c). This is a reviewable play (12-2-3-e).

The five yard penalty will be enforced from the previous spot.

N.B. If the game is being played without a Video Judge, this will be impossible to detect because no official will be able to definitively witness the snap and B97 at the same time. When in doubt the departing player has left the field prior to the snap. M6.1.14

MECHANICS:

Game Situation: On a 4 man crew, Player A34 is in position to catch a forward pass near the sideline.  He jumps to catch the ball and comes down with it either in or out of bounds.  How should a covering wing official watch the play in order to ensure the best possible coverage of the action?

Game Situation: In a game that is being broadcast live, when may a media timeout be taken?

Answer: A Media Timeout may only be taken in the following situations.

  • A charged team timeout
  • A Head coach’s conference
  • A Video review
  • An injury timeout
  • The game is suspended under rule 3-3-3
  • The end of a period in extra periods
  • A score (other than after a touchdown a media timeout may be taken after a try).
  • An unsuccessful field goal attempt.
  • A change in team possession but not when the ball has been returned to a point on or inside Team A’s 20-yard line, or a similar momentum-changing play.
