The Football Markings where black and faint. There were multiple other markings for various sports in similar colours. There were no nine-yard marks or numbers. Two changing rooms were provided for the Officials. One had space for one official and the other had space for two officials. There was one suspension longer than five minutes due to an injury. The speed bumps at the venue appear to have been replaced and can no longer be described as sleeping policemen, they are better described as an entire sleeping police force.

90 yard field. At 17:23, Kent Exiles #53 broke a leg. At 17:53, both Head Coaches and the referee agreed to abandon the game. There was 10:29 and running remaining in the fourth quarter.

London Blitz

100 yard field with markings in white and yellow. Most markings were too thin and very faint - worsened by the prior fixture in the double header.. The goal line at the Bowles end had been marked twice. Both sets of hash marks in the middle of the field were marked at uneven depth with one set mostly too wide and the other mostly too narrow. The short yard-line extensions were also not evenly spaced. The coaching box and team areas were marked with cones. There were no limit lines. The field was very dry and hard, with many barren dusty craters. There was one brief change of ball person. With 11:12 remaining in the fourth quarter, the resumption of play was delayed for approximately 5 minutes to treat a head injury to a London Blitz Player. There was no allocated changing room suitable for seven officials so the meeting room was commandeered and equipment was locked in the office.

Well marked 90-yard field with eight-yard end zones in blue with other sport markings in yellow, white, and red. No numbers or limit lines and rugby markings approximated for nine-yard marks. Game balls supplied were all legal but well used. One game ball was lost during the first half but Game Management were able to provide a suitable replacement. Changing room well appointed but not lockable.

Play: 3rd and 5 at the B-40. Team A line up in formation and are set for longer than a second. A85 is lined up on the the line of scrimmage and goes in motion. He stops his motion and is still in a position on the line, less than one second after A85 comes to a stop the ball is snapped. Quarterback A12 takes the ball and runs for a 10 yard gain to the B-30


Ruling?

Last week

Play: The home team are trailing 32-0. The visiting team kick-off and the result of the play is a touchback. The home team coach informs the officials that he has “run out of lineman” and would like to play Tight End A89 at Offensive Tackle, by “declaring him ineligible”.


Ruling: There is no process where by a player can be declared ineligible or eligible on a normal scrimmage down. In order for A89 to legally play at Offensive Tackle on normal scrimmage downs, they must change their Jersey number.

When the player enters the game after changing their jersey number, the player must report to the referee. He cannot report to another official, however with the application of common sense officiating, if another crew member is aware of the change, they can remind the player to report to the Referee and they can alert the Referee using the O2O so that the Referee can actively seek the incoming player to receive the report.

The officiating crew informs the opposing head coach and the referee announces the change.

The 40 second play-clock after the free-kick is not stopped for either the player to change Jersey number of for the player to report to the Referee.

Last week

Game Situation: One minute has passed after the try following a Team A touchdown. Team A are in position to kick off at their own 35 yard line. The Team B players are grouped in a huddle on the field near their sideline receiving information from their coach who is in the coaching box. The head coach of the receiving team has been warned about tardiness on a previous kick-off.  How should the officials resolve this situation?

Answer: After a score, it is a delay of game if either team is not on the field (or on the field but still in the huddle) within one minute  regardless of whether the ready for play has been given or not.  For a first offence warn the Head Coach of the team rather than throw a flag (MM 3-4-1-b).  Team B are guilty of a delay of game here, and should be penalised 5 yards from the succeeding spot (3-4-2-b-3).
