BAFRA ANNUAL CONVENTION – SAT 1ST AND SUN 2ND APRIL 2023

Welcome Desk

Although those members attending the Convention have registered to attend, we need you to book in at the Welcome Desk, so that we know you have actually arrived. The Welcome Desk will be manned from 8.45-9.10am on Sat morning, with the Convention starting at 9.15am. If you arrive late please contact a member of the Convention Team to let us know you are there and we can book you in (Team members will have red polo shirt). Make sure you collect your new Rule Book and MOFO, and BAFRA Charity voting slip when you book in.

Prize Draw

As usual, we will be holding a Prize Draw. We will have ‘strips’ available for sale when you pick up your Convention Pack, so please remember that although the bar needs card payment, we need your cash.

Guest of Honour/Main Speaker

Celebrated PAC-12 Official Francisco Villar will be the Guest of Honour and main speaker at this year’s Convention. He has been an official for 30 years, starting at high school level, and working through Junior College as an umpire, then on to the Mountain West Conference in 2008, again as umpire. He then worked in CFO West and Big XII until 2012, when he joined PAC-12, working as umpire, until 2020 when he was promoted to referee. During his career he has worked 13 post season bowl games, including the First Responders Bowl in 2022. Francisco also worked as umpire in the inaugural ‘return’ of the USFL, and will work as referee for the 2023 XFL season. He has been a clinician at various officiating camps, clinics, and academies since 2013, and enjoys working with and mentoring football officials who want to improve.

The Convention will be held at Yarnfield Park Training & Conference Centre, Yarnfield Lane, Yarnfield, Staffordshire, ST15 0NL. Yarnfield Park is a leading Training and Conference centre in the heart of the UK. 2023 ANNUAL BAFRA EXAM

The annual BAFRA exam period officially begins at 18:00 on Saturday 1st April. The exam paper and supporting materials will be available in the exam area of the BAFRA Website. The exam period will be 5 weeks and will close at 23:59 on Saturday 6th May.

Please note that the preferred submission of answers will again be through the online submission form on the BAFRA website.

Please be aware that all qualified members and those protecting qualified status must sit the exam to retain their status. As always, associate and competent associate members are encouraged to attempt the exam.

Officials changing room was far too small for a crew of five, a crew of three would have struggled. The crew waited for one of the teams to exit the changing room before dressing for the game and storing their bags in the officials room. None of the changing rooms were lockable. 80-yard field marked in blue with the coaches and players boxes too close to the sideline and marked to the 15-yard lines.

PLAY OF THE WEEK:

New this week

Play: Team A, 1st and 10 at the A-20 yard line. Team A are leading 33-0. Running Back A37 runs for 3 yards to the A-23 yard line and is tackled inbounds. During the play B94 is injured. The game clock reads 0:09. Team B are out of timeouts.


Ruling?

Last week

Play: The home team is responsible for game management and provides a suitable professional practitioner to meet the requirements of Rule 13-1-2. The away team also provides a professional practitioner. During the game, an away-team player leaves the field to undergo concussion assessment, and is assessed by both professional practitioners.

After assessing the play the practitioners disagree: the away-team practitioner believes that the player is not concussed; the home-team practitioner believes the player is concussed.


Ruling: Although the practitioners disagree, the away team would be bound by the home-team practitioner’s assessment (since they are the "official" medical provision) and the player would not return. It is hoped that disagreements between practitioners like this would not arise, or would be resolved professionally, but in rare cases there has to be a rule that can resolve it. (AR 13-4-1:I)

Game Situation: On 4th Down Team A line up to punt from the A-45 yard line. Returner B-89 lines up to return the punt at the B-9 yard line. On a crew of 5 where should the Back Judge stand?

Last week

Game Situation: When should the Referee give a preliminary signal following a penalty? What should the other officials be doing while the Referee is giving a preliminary signal?

Answer: The Referee should give a preliminary signal when the enforcement of a penalty is not obvious (M19.3.1.c). If the decision is Obvious - no preliminary signal should be given.

While the Referee is giving a preliminary signal, the Wing and Deep Wing officials on the sideline of the non-offending team should explain to the Head Coach what the foul was and what options he has. They should then convey his decision to the Referee (preferably via Radio) (M19.3.2).
