NEW SEASON; NEW RULES

The BAFA rulebook for 2022 has been published. If you work a pre-season game, the new rules came into effect on 1st March. The 2020-21 rulebook continues to be used for BUCS games.

BAFRA members will get their printed rulebooks at the Convention, but a PDF can be downloaded from http://rules.bafra.info/index.htm. A list of rule changes can also be found there.

If anyone has any questions that can't wait until the Convention, please feel free to email me

BAFRA ANNUAL CONVENTION - SAT 2ND & SUN 3RD APRIL 2022

Information and update:

Please see below for information and updates regarding the Convention. We will continue to provide as much information as we can via Newsflash, email, and social media.

Attendees:

An email was sent out to all members on the 11th March with the latest details and figures.

Saturday Night:

As has become custom, we will have our awards dinner on the Saturday night, followed by a quiz, so try not to let your brain go into meltdown after a full day learning new and interesting aspects of officiating.

Speakers:

Jeff Dahle is our principal guest speaker. He returns to our Convention, following his previous visit in 2018. He is a celebrated PAC-12 official and was very well received last time. Our second guest speaker is Frank Kristensen, who is one of Europe’s top officials. He has visited previously, back in 2011, and was very well received. Biographies for both speakers have been sent out separately.

Location:

The Convention will be held at Yarnfield Park Training & Conference Centre, Yarnfield Lane, Yarnfield, Staffordshire, ST15 0NL.  Yarnfield Park is a leading Training and Conference centre in the heart of the UK. We would recommend that you look over the facility on their website where you can find details of the location and directions: https://www.yarnfieldpark.com.

If you have any questions or queries around the convention, please drop an email to convention@bafra.info and will get back to you as soon as possible.

ANNUAL GENERAL MEETING OF BAFRA LTD

The Annual General Meeting of BAFRA Limited will be held during the Convention at 5pm on Saturday 2nd April 2022. It is open to all members. A full agenda with the Company Accounts and Directors’ Reports have been circulated to all members. If you have not received this please let me know.

At the AGM there will be the opportunity to question each director. If you wish to ask a question, it is helpful if it can be submitted to me by 26th March in particular if that answer requires some research. This also means members unable to attend may have their questions asked and answered. Of course, members have the right to ask non pre-notified questions at the AGM.

Changing rooms are public and a fair walk from the field. One chain assistant was replaced at half-time. One of the provided game balls was lost following a kick, but was found a short time later.

MMU Eagles

No marked team areas. Lines were very faint. Hash marks didn’t align across the field. 100-yard field marked on field that was 90-yards long. Multiple lines for other sports on field.

Well marked 90-yard field but team areas and coaches boxes too close to the sidelines and not marked to COVID regulations. The four individual changing rooms allotted to us were reduced to two due to teams taking over two of them for taping purposes. We changed in a large conference room on the first floor.

UCH Sharks

90-yard field with 10-yard end zones. No team areas marked.

UWE Bullets

Two changing rooms, suitable for soccer referee rooms, were given to us. We anticipated this and had some of our pregame at the nearby golf range.

END ZONE

PLAY OF THE WEEK:

New this week

Play: Team A, 1st and 10 at the A-20 yard line. Team A are leading 33-0. Running Back A37 runs for 3 yards to the A-23 yard line and is tackled inbounds. During the play B94 is injured. The game clock reads 0:09. Team B are out of timeouts.

Ruling?

Last week

Play: Team A kickoff from the A-35. The kicker drives the ball into the ground and it bounces twice and goes high into the air. At the A-48, kick receiver B89 goes up with both hands and bats the ball forward to keep the kicking team from recovering the kick. The ball goes out of bounds at the  A-43.

Ruling: Team A should re-kick from the A-45.  B89 illegally bats the ball forward (9-4-1-c). This foul carries a 10 yard penalty and will be enforced from the previous spot (10-2-2-d-4-a) and Team A will re-kick. If Team A decides to decline the foul, it would be Team B’s Ball 1st and 10 at the A-43.

MECHANICS:

New this week

Game Situation: 1st and 10 at Midfield, Team A have been running a high tempo offense all game. Team A completes a long pass and the ball carrier is tackled in bounds at the B-15. The Umpire places the ball at the succeeding spot, and backs away to his position. Team A, snap the ball.

All officials are in position, however the down box is still moving and is approximately at the B-17 yard line when the snap occurs, the chains are still at the B-30 yard line when the snap occurs.

How should the officials react?
