UPDATED COVID GUIDANCE

The Government's postponement of its "Step 4" in England has not changed BAFA's Return to Play plans. However, BAFA has revised slightly the Temporary Rule Changes for COVID-19 and made a similar change to the Officiating Adjustments.

The new guidance makes wearing face coverings in the team area "recommended" rather than required. This reflects current government guidance. This also applies to officials' assistants (chain crew and ball persons).

Like huddles, face covering is an issue for the teams to manage, not for the officials to penalise.

NOTE FOR REFEREES - UPDATED ASSOCIATE OFFICIAL PROCEDURE

Competent Associate Officials’ progress will now be reported via the Online Gameday Paperwork. Relevant officials will auto populate into the new “Rookie Log'' section.

Referee’s will need to fill out the following information for all Rookies on the crew:

This replaces the Induction Book that was previously issued. Copies of this information will be available to the Competent Associate official via their BAFRA Website profile (just like Coaches Cards) as well as the Training & Mentoring team.

If Referees & Competent Associates would like to keep a paper copy prior to entry into the Online Gameday Paperwork, a paper equivalent covering all the required information is available in the gameday forms area of the website: https://www.bafra.info/members/paperwork/paperwork.php.

FINANCE MATTERS

As we start to return to football I thought it pertinent to remind everyone of a few of our financial processes.

Firstly, there is a wealth of information on the BAFRA website to assist ‘White Hats’ in their preparation. These can be found here: Members - Gameday - Finance Area. You will find breakdowns of our typical game fees for Larger Crews, Crews with Rookies and Tournaments. If you have any additional queries after consulting this information, please email Finance.

Under Gameday you will also find the Pre-Paid Teams list. This list will indicate which teams are considered to be Pre-Paid for that weekends fixtures. The list will be finalised on the Friday before Weekend Games and the status should reflect that. Referees are not to assume that teams are pre-paid. If they are not on the list they should be invoiced on the day. Should any disagreement arise please advise them to contact BAFRA Finance and record the details on the Crew Request for Payment form.

BAFRA regularly analyses the Travel Expenses data. Officials are reminded of the need to record accurate mileage etc even if there is no monetary claim being made. To this end, the Expenses Form in the Gameday Paperwork will become a mandatory form. Please also accurately record the BAFRA fee amount and how it is to be paid to BAFRA.

Finally, the matter of payment. If any officials have changed Bank Details in the last 18 months then they should contact Finance ASAP. We will endeavour to run a weekly Payment Run on the Weds/Thus of the week following a game. If the Referee has not submitted the paperwork in time, you will be paid in the following weeks run.

2021 JOHN SLAVIN AWARD

With the start of the reduced 2021 Senior season about to start, it has been decided that there will be no awarding of the John Slavin award this senior season. The intention is for the award to be restarted when the 2021/22 BUCS season starts.

Play: 2nd & 10 at the B-30 yard line. Quarterback A10 is in a shotgun formation. He muffs the backward pass from the snapper and the ball is picked up by A79 inside the tackle box. Under a heavy rush, A79 gets outside the tackle box and at the B-38 throws the ball incomplete beyond the line of scrimmage; there is no eligible receiver in the area.


Ruling?

Last week

Play: 3rd & 10 at Team A's 4-yard line. A25 carries the ball to Team A's 2-yard line and fumbles the ball which is recovered by B13 at Team A's 6-yard line. B13 then fumbles the ball at Team A's 3-yard line and the ball rolls into Team A's end zone. A1 recovers the ball and, while still in the end zone, throws a forward pass which is caught by A88 who runs out of bounds at Team A's 25-yard line. During B13's run, Team B's Head Coach commits an Unsportsmanlike Conduct foul. What is the result of the play? What is the next down?


Ruling: The result of the play is a safety, two points will be awarded to Team B. The next down will be a free kick from Team A's 35-yard line.

The pass by A1 is illegal as it is after a change of possession (7-3-2-c). The penalty results in a safety (8-5-1-b). The unsportsmanlike conduct foul is treated as a dead ball foul (9-2-1) so does not offset the live ball foul by Team A (10-1-6-b).

Game Situation: Prior to the game, when visiting the home team Head Coach he informs the Referee and Umpire that if his team will start the game with an onside kick if they are to kick-off.

At the Coin toss the visiting team wins and elects to receive; should the crew move to onside kick positions?

Answer: No. It is not “obvious” that an onside kick will be attempted.

An onside kick is only likely or obvious if it is late in the game and the team kicking off is behind in the score (M9.1.a.1).

While the crew may be expecting an onside kick, outside observers (including the receiving team) will not be. Switching to Onside Kick positions at a time when it is not obvious could “tip off” the receiving team and grossly disadvantage the kicking team.
