UPDATED COVID GUIDANCE FAQS

In response to queries raised with us, we have issued some additional guidance in the form of FAQs. The two issues raised to date are:

  1.  The rule prohibiting intentional breaches of social distancing guidelines is not intended to prohibit teams from clustering together to give signals or "call the play". The guidance to teams is to make the cluster/huddle brief and/or socially distanced. This is an issue for the teams to manage, not for the officials to penalise. The officials may give teams some gentle encouragement to stay safe when appropriate.

  1. The rule changes mentioned moving the coaching box and the team area lines further back from the sideline (where possible). This should include the limit lines as well.

OUTSTANDING SUSPENSIONS

With the return of Football, the list of recent disciplinary action and outstanding suspensions has been updated at the bottom of this Newsflash. As per the members handbook (https://www.bafra.info/info/handbook/gameday.php), please remind teams that they should mark a suspended player on the roster. If a team insists a player is entitled to play, show the coach the edition of Newsflash that lists the suspension and stress to him that it is BAFRA's accepted journal of disciplinary actions. You should take all reasonable steps to talk the coach out of playing the player, but if the player plays, allow them to play (i.e. don't eject them on the first play) and report it as a misconduct incident. Note on the Incident Report what you said to the coach.As a reminder, suspended players are permitted to stand in the team area, assist the team (e.g. as a Water Carrier) however there is no requirement for them to be present on game day.

PLAY OF THE WEEK:

Play: 3rd & 10 at Team A's 4-yard line. A25 carries the ball to Team A's 2-yard line and fumbles the ball which is recovered by B13 at Team A's 6-yard line. B13 then fumbles the ball at Team A's 3-yard line and the ball rolls into Team A's end zone. A1 recovers the ball and, while still in the end zone, throws a forward pass which is caught by A88 who runs out of bounds at Team A's 25-yard line. During B13's run, Team B's Head Coach commits an Unsportsmanlike Conduct foul. What is the result of the play? What is the next down?


Ruling?

Last week

Play: A - 2nd & 5 at the B 20 yard line.  A11 throws a pass from the B-23 and A22 touches the pass at the B-24 and completes the catch at the B-22.  During the pass, A66 is a pulling guard and blocks B99 below the waist from the 10-2 position towards the Team B goal line.  After the block, A66 stands over B99 taunting and screaming obscenities when A22 is just crossing the goal line. The Referee has a flag for taunting but is not sure when the foul occurred in relation to A22 crossing the goal line.


Ruling: Touchdown for Team A, enforce the Unsportsmanlike Conduct penalty against A66 on the Try or the succeeding kickoff. A66’s initial block is legal (9-1-6) as it is 10-2 and is toward the Team B goal line, however, his action following the block is not (9-2-1-a-1-b). By philosophy, when in question whether an unsportsmanlike act is a live ball or a dead ball foul, it is a dead ball foul (M6.1.39). This foul can be enforced on the try or the succeeding kickoff at the choice of Team B. The Referee will announce that this is the first Unsportsmanlike Conduct foul by A66 (AR 9-2-1-III and 9-2-1-IV).

MECHANICS:

Game Situation: Prior to the game, when visiting the home team Head Coach he informs the Referee and Umpire that if his team will start the game with an onside kick if they are to kick-off.

At the Coin toss the visiting team wins and elects to receive; should the crew move to onside kick positions?

Last week

Game Situation: After a forward pass has been thrown, how much time should the umpire spend continuing to observe the action in the vicinity of the line of scrimmage before turning to assist deep and wing officials with the pass?

Answer: An umpire should turn to observe the pass immediately when a forward pass is thrown.  Once the pass has been thrown, holding and other technical fouls by the linemen will not normally affect the play, and the Referee should pick up any personal fouls. (M10.4.c.1)
