TZVI LINDEMAN #381

As some of you will already have heard, Tzvi Lindeman passed away on Friday following a long illness. He joined BAFRA in the late 1980s and apart from his service as an official he was, at various times Director of Finance and Director of Training for BAFRA, only standing down from the latter role last November when his health deteriorated significantly. He also served on the Examination Committee for many years. Whilst he was initially taken unwell some years ago his condition was in remission but unfortunately the illness came back more recently.

He leaves a wife, Trudy, and two daughters, Megan and Flo. On behalf of BAFRA, our sincere sympathies go to the family.

NATIONAL LEAGUE FIXTURES - ARBITER

The fixtures for the BAFA National League commence on April 12th (the weekend following the convention).

Please make sure your availability is accurately recorded in Arbiter for that weekend and any through the summer where you already know you are unavailable.  It is only weekends you need to update, we won't assign you to a weekday game without first contacting you to check if it is possible.

There will be a number of university varsity games and national league pre-season games leading up to the start of the season.  Please ensure you also maintain your availability in Arbiter for these as well.

APPLICATIONS FOR BAFRA SELECTION COMMITTEE

Please note the emailed edition of Newsflash 09/20 incorrectly listed the deadline date as Sunday, 20th March 2020.

Applications are invited from qualified BAFRA members who would like to work on this important committee. Its roles include the selection of officials for all UK Bowl Games, Officials Of The Year Awards as well as IFAF and Elite Panels. Terms of reference and full details of the roles and responsibilities are on the website in the Members' Handbook section 5 - Scheduling and Selection.

In accordance with the rules of this committee, two of the six places are vacated every year. As a result, two places will shortly be available. Please submit an Expression of Interest to me by no later than midnight on Sunday, 29th March 2020. If anyone is considering applying who has not served previously on a BAFRA Committee, you are welcome to contact me for an informal discussion about the role and requirements.

Play: Late in the first half Team A is out of timeouts. A pass play on third down ends inbounds at the B-25 short of the line to gain with the game clock showing 0:10. Facing fourth down and three, Team A immediately hurries its field goal team onto the field. Should the officials prevent the snap to give Team B an opportunity to substitute?


Ruling?

Last week

Play: 2nd & 8 at the B-15 yard line. With under a minute remaining in the 2nd quarter the clock is running. A77 commits a False Start, charging into B61. B61 slugs A77 in response. The clock is stopped with 7 seconds left in the period and neither team has any timeouts remaining.


Ruling:  The half is over, the 15 yard penalty will be enforced on the opening kick-off of the 2nd half, B61 is disqualified. A77’s foul incours a 10 second runoff which Team B will accept, as Team has no timeouts, the half is over. By interpretation, B61’s personal foul occurred after the half has ended (AR3-4-4:V)

Game Situation: During the game Team A take a timeout. Both Teams huddle near their respective side lines. On a 5 man crew what should each official do during the timeout.


Answer: The Referee should inform the offensive captain of the time and the number of timeouts his team has remaining. The Umpire should remain with the ball at the succeeding spot, he should also inform both Wing Officials when approximately 15 seconds remain in the timeout. Both Wing Officials should inform the Head Coach of the team on their side of the field of the number of timeouts remaining for each team and the time remaining. They should also stand near enough to the huddling players so that they can inform them when approximately 15 seconds of the timeout remain. The Back Judge should inform the defensive captain of the time and the number of timeouts his team has remaining (M17.1.9).
