PROOFREADING 2020 MECHANICS MANUAL (MOFO) & RULE BOOK
Production of the 18th edition of the Manual of Football Officiating and the 2020 edition of the rulebook has started.
For the MOFO, our International Advisory Group has been busy discussing changes and most revisions have already been drafted. For the rulebook, most NCAA changes have been incorporated, the IFAF rule change process is well advanced, and the BAFA Rules Committee is about to ponder our national variations.
If you would be willing to proofread some sections, please let me know. The more people who volunteer, the less each person needs to do. You don't have to be a rules/mechanics expert to do this. However, it is a good way to learn the rules and mechanics at a very detailed level, so even rookie officials would be able to do it. Full instructions are provided.
Please let me know whether you are willing to help with one book or the other, either or both.

MEMBERSHIP RENEWALS
We are now in the renewal period which runs to 31st October. Whilst it is possible to rejoin after that date, most of the fees are higher from 1st November.
As colleagues in Operations need to schedule members to the opening weeks of the BUCS season with confidence, it would be helpful if members renew sooner rather than later.
Renewal forms have now been sent to all members. If you have not received yours please first of all check your spam folder and if you still can’t find it, please contact me as a matter of urgency. Details of payments, which as always include the BAFRA and BAFA fees, will be on the form along with details on how to pay. Those recently joined are exempt from payment and this was made clear in your covering letter along with details of anyone due a rebate.
However you choose to pay, please ensure that you return your form to me. Failure to do so leads to delay in enacting your renewal and may result in your membership renewal being delayed.
If you anticipate having difficulty in paying, please contact the Director of Finance via finance@bafra.info to discuss a payment plan. This will only be seen by the Director of Finance and his deputy. When you complete the renewal form you only need to tick the box saying you have paid electronically or made an arrangement with the Director of Finance.
As always, there will be an annual survey of membership that goes along with the renewal process which you are requested to complete. Information gathered from this exercise is used to inform BAFRA policy going forwards.
Thank you to those who have already renewed. As of 7:00pm on Tuesday 8th October 36 members had renewed. Following guidance from the Data Protection and Compliance Officer, I will not be publishing an ongoing list of renewals in Newsflash. Instead, I will be sending a weekly list to members only via email.
In the unlikely event that you are not renewing, please let me know (with your reasons if you wish to share them).

New this week | Play: 3rd and 10 at Team B’s 40-yard line. Quarterback A1 takes the snap and drops back to pass. Eligible receiver A80 initiates contact with B34 at the line of scrimmage and maintains the contact for 2 yards downfield before releasing and running a route. A1 then throws a legal forward pass which crosses the neutral zone and is caught by A12 at the B 22-yard line where he is tackled.

Last week | Play: Team A, 4th & 4 at the B-15. While getting pressured, A13 steps up in the pocket to the B-20. Immediately before he gets legally hit, A13 flips the ball forward and B56, who is the only player in the vicinity, tips the ball into the air, intercepts it and returns it for a TD. B77 was lined up in the neutral zone at the snap.
N.B. M3.4.9.d states “There is no need to call {intentional grounding} if the pass is intercepted and this would be the only foul called.”. As there is more than one foul on this play, Intentional Grounding should be called. It could form an interesting pre-game discussion as to how to ensure the Intentional Grounding foul is correctly called on this play. |

New this week | Game Situation: Team A 3rd & 5 at Midfield. Tight End A83 is lined up to the left of the formation. Defensive End B91 lines up immediately opposite A83 Team A attempt a sweep to the right hand side of the field. A83 charges takes one step forward and attempts to block B91. A83 is out of position and blocks B91 in the back. Running back A25 gains 6 yards before he is pushed out of bounds at the B-44 yard line.
