BAFA has agreed to a small rule change that comes into effect on 1st October 2019.
Rule 13-4-1-a previously said:
"Game management shall be responsible for providing 30 minutes prior to the kickoff a minimum of five persons to act as officials' assistants (ball persons and chain crew)."
It now has the additional wording:
"[From 1st October 2019] The Competition Authority may require the away team to provide one of the official's assistants to act as a ball person."
Please amend your copy of the rulebook accordingly. The online version has already been updated.
BUCS will adopt this for their coming season. Note that the game cannot start without a minimum of 5 officials' assistants and it will be up to Game Management to find the away team's contributor. If the kickoff is delayed while all this is sorted, we would normally penalise the home team 10 yards for delay of game. However, if the delay is because the away team hasn't provided their personnel, this should be regarded as one of the "circumstances beyond the control of the home management" that mean the penalty is waived (Rule 3-4-1-b).

In order to streamline the BAFRA Finance processes, Officials will now only receive one payment from BAFRA per week. This payment will combine all of your weekly game fees and expense requests submitted at the time we process the payments. You will still receive itemised emails for your records. Claims submitted after a weekly payment run has been processed will be paid in the following week.

Membership renewals are due from 1st October. Renewal forms have now been sent to all members. If you have not received yours please first of all check your spam folder and if you still can’t find it, please contact me as a matter of urgency. Details of payments, which as always include the BAFRA and BAFA fees, will be on the form along with details on how to pay. Those recently joined are exempt from payment and this was made clear in your covering letter along with details of anyone due a rebate.
However you choose to pay, please ensure that you return your form to me. Failure to do so leads to delay in enacting your renewal and may result in your membership renewal being delayed.
If you anticipate having difficulty in paying, please contact the Director of Finance (via firstname.lastname@example.org) to discuss a payment plan. This will only be seen by the Director of Finance and his deputy. When you complete the renewal form you only need to tick the box saying you have paid electronically or made an arrangement with the Director of Finance.
As always, there will be an annual survey of membership that goes along with the renewal process which you are requested to complete. Information gathered from this exercise is used to inform BAFRA policy going forwards.
Thank you to those who have already renewed. I will, from next week, publish a list of renewals. In addition, please note that all renewals are acknowledged.
In the unlikely event that you are not renewing, please let me know (with your reasons if you wish to share them).

Play: Team A, 4th & 4 at the B-15. While getting pressured, A13 steps up in the pocket to the B-20. Immediately before he gets legally hit, A13 flips the ball forward and B56, who is the only player in the vicinity, tips the ball into the air, intercepts it and returns it for a TD. B77 was lined up in the neutral zone at the snap.
Play: 2nd and 10 at Team A’s 30-yard line. A1 receives the snap and throws a backwards pass towards A34. A34 catches the ball behind the line of scrimmage and runs towards the sideline. As he approaches the sideline, he throws a forward pass which is touched by B56 behind the neutral zone before being caught by A80 8 yards beyond the line of scrimmage. A80 advances to midfield where he is tackled. Prior to A34 throwing the forward pass, A78 was 5 yards downfield at Team A’s 35-yard line.

Game Situation: The game is being played with a visible game clock, it is being officiated by a crew of 4. Which official(s) are responsible for ensuring the stadium clock has been correctly started or stopped?
Game Situation: Team A, 4th and 30 at Midfield. Team A line up with two receivers on either side of the formation. Team B line up with 3 defensive linemen, all other defensive players are lined up near the line to gain. On a 7 man crew which official will key on the widest player on the press-box side of the formation at the snap?
Once it is clear as to which area each receiver is running the officials should be in phase B of plass play coverage during which they cover receivers in their zone. (M16.2.2).
