The next Elite training clinic will be held at Ramada Birmingham Solihull ( which is immediately off Junction 5 of the M42, on Sunday 27th September 2015. All Elite programme members are expected to attend or send their apologies. Numbers are limited so please register by emailing me.

As Charlie mentioned in last week's Finance Update the first few electronic game payments have now been sent out.

There has been a significant increase in the number of pre-paid teams and this has had an impact on the time it takes to process the payments each week. Once the initial configuration process is complete your future payments will be faster for you and cheaper for BAFRA to process.

The following members have been received payments electronically this week:

J Briggs, R Hill, D Froom, L Wooton, S Sombati

Over the next six weeks all members will receive an email from me asking them to follow a process to get me their banking details so they can be set up ready to receive electronic payments directly into a chosen bank account. All game fees and expenses will be paid in this way. As was mentioned at the conference back in the spring, as of the BUCS season all payments for game fees and expenses will be sent out electronically.

If you were listed in the Newsflash on the 20th August as being assigned to a crew for a bowl game in September you will be in the first group to receive an email from me. The plan is to try wherever possible to electronically pay for members for officiating the bowl games.

After a play in the second quarter a player from either team squared up to each other when Maidstone's #23 struck the Essex in the head with his hand.

The player (who appeared on the roster as Injured) whilst acting as ball person on the away team side line squared up to an opposing player and used foul and abusive language. The ball person had to be restrained upon being struck with a helmet. The ball person was replaced and removed from the playing enclosure.

The player ran from his bench to join a fight on the opposite sideline. The player had to be restrained from fighting with opposing players and coaches.

New this week

Maidstone Pumas

Game had been moved to a new venue at short notice. Field was excellent and well marked, however, the markings were in blue and quite faint. There were many other markings of different colours on the field and other lines (not American football) that were also in blue. Originally the GM suggested that the officials were in the same changing room as both teams - when told this was not acceptable (pregame requirements) we were placed in the changing rooms that were inadequate - they were not locked during the game and the showers were cold. Pregame interrupted by members of the public trying to use the toilets (which were blocked). Game played in good spirits by both team and the playing surface is excellent. Teams requested a 30 minute delay in KO time, but managed to be ready for 20 past 2. Chain crew and ball boys supplied in plenty of time to be briefed. Ball boys were excellent but members of the chain crew had to be spoken to a few time for their behaviour.

London Blitz Youth

Well marked field. Surface was uneven and bare in patches but no trip hazards were identified. Game temporarily suspended for 10 minutes with 5.15 remaining in the 4th quarter to allow treatment to an injured player.

Outstanding items from previous weeks

Game kicked off 5 minutes late as it was believed that the minimum medical requirements were not met as the paramedic was stuck in traffic. After speaking further with the registered physio who was present it was determined that they had all the required equipment with them for the game to start.

During the fourth quarter one of the ball persons was replaced as the person in question had seeked an altercation with an away team player and was consistently using foul and abusive language towards said player

The 90yd field was marked in blue as usual with 1 PAT mark at the 1yd line and the other at the 6yd line, the following lines were missing: 9 yard marks, limit lines. The 3 game balls that were presented were under-inflated but this was rectified prior to KO.

Play: A's ball on the Team B 45 yard line, 4th and 25. The score is tied with 12 seconds remaining in the 4th quarter. A14's legal forward pass is completed to A84 who fumbles on Team B's 22 yard line. A65 recovers on Team B's 17 yard line. B78 commits a roughing the passer foul. Two seconds remain on the clock at the end of the play.

Last week

Play: A's ball on team A's 35 yard line, free kick. B47 muffs the free kick. The loose ball is on team B's 8 yard line when A87 falls on the ball with his foot touching the sideline on team B's 7 yard line.

Ruling: A ball not in player possession is out of bounds when it touches a player who is out of bounds (4-2-3-a). Touching precedes possession, and so the ball is out of bounds before A87 possesses it. Team B will get the ball on their own 8 yard line (6-2-2). If B47 had not muffed the ball this would have been a penalty.


New this week

Game Situation: 1st and 10. Quarterback A4 attempts a forward pass to wide receiver A87 who is near to the sidelines. A87 leaps into the air and catches the ball, as his first foot comes down toe hits the ground inbounds before his heel comes down on out of bounds line. Ruling?

Play: At the end of a free kick play, which officials should signal to stop the clock (S3)? It is a 7 man crew.
Answer: All officials should mirror the stop the clock signal when given by any other official, including at the end of a free kick. M-5-6-3.
