RULES REMINDER


To avoid any confusion, the 2013 rule change making yard lines every 5 yards and hash marks mandatory does not come into effect until the start of the BAFANL season. We never make rules changes midway through a league's competition.

MIDWEEK GAMES DURING UNIVERSITY SEASON


Currently over forty fixtures have been cancelled during the first 7 weeks of the season almost entirely due to the adverse weather conditions. In order to reduce the backlog and complete the regular season by the end of February, teams are now being encouraged to consider playing games midweek (usually Wednesday afternoons). So far two games are planned for 6th February, both with a 1300 hours start time and we expect more to follow. We realise that most officials will be unable to assist but when such a game is being considered we will contact all officials in the area via email. Arbiter will only be used once it has been established if enough officials are available to cover a specific game.


Please reply to such requests as promptly as possible even if you are not able to assist. Many thanks for your continued co-operation during this somewhat disjointed season.

Warwick Wolves

Warwick Wolves switched the game to the University's 3G pitch to ensure the game went ahead despite the recent bad weather. The pitch was marked out at 10 yard intervals there were no in bounds lines or coaching boxes and was only 80 yards long. However Warwick should be praised for their efforts in getting this game played.

Pitch had rugby markings in white and additional football markings in yellow. Sideline areas marked out with cones and main yard lines every 10 yards. Inbounds lines too short and sideline hashmarks too short and only on one sideline. No numbers or 9-yard marks and 3-yard mark not in correct position.

Brighton Tsunami

Brighton had acquired some wash-off paint and had marked yardlines across the field at 10-yard intervals. Most field markings were in blue on green artificial surface. No team area markings; team areas marked out with cones.

Goals attached to fence at each end. The soccer goals swing back on a hinge mechanism - the hinges were only partly covered with pads, but were far enough back from the end line to pose little serious risk. Changing rooms not lockable.

Chain crew personnel were changed a few times, including after the first play from scrimmage - Rule 13-4-3 was applied creatively.

No team areas or limit lines. No inbounds marks but marks on the main lines at the correct lateral position enabled the ball to be correctly spotted with direction from the wing officials. Swan neck goal posts based on the end line with the plane of the posts inside the end zone.

Teams wanted to kick off at 12pm but we (officials) were expecting a 1pm kick off, we agreed to kick off at 12:30pm. Home team played in dark blue and away team were in black, this didn't cause any problems during the game.

The field markings were almost invisible. The home team advised that they had been painted on Wednesday but the weather had washed them away. Taped markers had to be placed at the end of each 5-yard line so that we could identify the side lines etc.

Bradfords field is well marked out but 10 and 5 yard lines where very faint before kick-off. On first inspection the field surface was muddy and soft. By midway through the game, the field surface had deteriorated into a quagmire. The 5 and 10 yard lines and inbound lines where not visible by the end of the game. The kick-off was delayed by 20 minutes due to the late arrival of the visiting team. To ensure the game could be completed before sunset each quarter was shortened to ten minutes.

Field was marked as 80 yards with NFL hashmarks (cones were placed behind the end lines for spotting the ball). Each yard mark was actually more than one yard apart, resulting in the field markings being inaccurate. One of the game balls went flat during the game, and no pump was available to re-inflate it so most of the game was played with only two game balls.

Game switched from DMU to NTU at short notice. Sidelines, goal lines, end lines and 10 yard lines marked with duct tape - no numbers or 9 yard marks. No hashmarks or sideline yard lines. No goals. DMU played in red, NTU in pink.

Play: A's ball, 4th and 20, on A's 8. A5's punt is partially blocked. The ball is muffed by B24 on A's 12 and the ball rolls into A's end zone. A5 recovers in A's end zone and advances to A's 32 where he is downed. Ruling?

Last week

Play: A's ball, 2nd and 8, on A's 27. QB A16 takes the snap and attempts a quick pass to A83 who is just beyond the neutral zone. A16 is hit as he throws and the ball lands behind A16 on A's 23. B72 recovers and advances across A's goal line. Ruling?

Ruling: A's ball, 3rd and 8, on A's 27. A forward pass is determined by the point where the ball first strikes the ground, a player, an official or anything beyond the spot of the pass. When a Team A player is holding the ball to pass it forward toward the neutral zone, any intentional forward movement of his arm starts the forward pass. If a Team B player contacts the passer or ball after forward movement begins and the ball leaves the passer's hand, a forward pass is ruled regardless of where the ball strikes the ground, a player or an official. Incomplete legal forward pass.


MECHANICS:


New this week

Game Situation: On a normal scrimmage down team A line up in an I-formation with 5 linemen numbered 50 through 79, and 3 receivers. A wide and a slot receiver line up on the Line Judge's side of the field. The wide receiver signals to the Line Judge that he is on the line, the slot receiver makes no signal to the official and it is not clear if he is lined up on or off the line of scrimmage. Team A run a pass play, all receivers run patterns more than 3 yards down field and the QB throws a legal forward pass beyond the line of scrimmage. Ruling?
Answer next issue...

Last week

Play: 3rd and 5 on the team A 35. With the ball already blown ready for play and time running out on the 25 second clock, Team A break from the huddle and rush to make a quick substitution while simultaneously lining up for the play. How should the umpire react in this situation?
Answer: The umpire should immediately move over the ball to prevent the snap and allow Team B to make substitutions to match up with Team A. If the play clock runs out before Team A are able to snap the ball then either there will be either a delay of game on Team B for not completing its substitutions promptly, or delay of game on Team A for causing the play clock to expire. See 3-5-2-e and AR 3-5-2-IX
