PROOFREADING THE RULEBOOK

Production of the 2019 edition of the rulebook has started. Already most of the NCAA changes have been incorporated; the IFAF rule change process is well advanced; and the BAFA Rules Committee is about to ponder our national variations.

If you would be willing to proof read some sections, please let me know. The more people who volunteer, the less each person needs to do. You don't have to be a rules expert to do this - just able to compare two documents side by side. However, it is a good way to learn the rules at a very detailed level, so even rookie officials would be able to do it. Full instructions are provided.

If you've helped with proofreading before, we'd like you to do it again, but you need to let me know. I haven't by default "carried forward" any names from last time.

Renewal forms may be returned electronically or to the postal address on the form. Payment may be made by cheque/postal order made payable to BAFRA Ltd. (to the address on the form) or electronically to:

Each year we get a small number of people who make a payment for their renewal but do not return their form. This delays the renewal process and may result in your membership being suspended whilst the anomaly is resolved. With the new data protection regulations that came into force in May 2018 your renewal will indicate that you are happy for BAFRA to contact you.

As in previous years, there is a survey attached to the renewal letter which you can either return to me or directly submit via the website. Your views help the directors by informing their discussions. When completing it on-line it is important that, once finished, you click on the “submit” button. If you do not do this, your survey will not be added to the database.

Finally, occasionally we get members who, for whatever reason, are unable to make their membership renewal payment within the specified timescale. If this applies to you, you must contact Roger Brown, Director of Finance, via
finance@bafra.info to agree a payment plan. This will of course, be conducted in strict confidence.

This was a preseason game consisting of one half of scrimmage reps and one half of normal football. 80 yard field. Sidelines hashes were missing.Coaching and players boxes were missing but marked out using cones.There were no 3 or 9 yard marks or numbers. Changing room was too small for 5 officials.

Play: A's ball, 4th and 9, on B's 41. B23 muffs A8's scrimmage kick on B's 7 and the ball rolls into B's end zone. B23 picks up the ball and starts to run but fumbles the ball while still in B's end zone. B56 recovers on B's 2 and advances to B's 9 where he is downed. During B23's fumble, A66 blocked B74 below the waist at B's 6.

Play: A's ball, 4th and 2, on A's 24. Team A is in a scrimmage kick formation. A38 takes the short snap and advances to A's 49 where he is downed. Team A had five players in the backfield at the snap. A78 clipped B96 on A's 36 during the down.

 
Ruling: A’s ball, 4th and 7, on A's 19. The clock will start on the ready for play. The spot of enforcement for A78's clipping foul is A's 36. Team B will accept the 5-yard penalty for Team A's illegal formation foul since it is more advantageous. The clock was stopped to award Team A a first down. (3-3-2-e-1 & 3-3-2-e-4, 10-2-2-d-1-b, 10-2-2-c-1, 7-1-4-a-4)

Game Situation: It’s 4th down, Team A line up to punt. The snap is high and goes over the punters head. On an 8 man crew, how should the Referee and Centre judge react?

Game Situation: On an 8 man crew, when covering a goal line play near the Team A goal line, under what circumstances do the wing men have primary responsibility for the goal line?


Answer: The Line Judge has primary responsibility for the Team A goal line from the 7 yard line and in.  The Head Linesman has primary responsibility from the Team A 2 yard line and in.  If you have responsibility for either team's goal line, immediately after the snap, move directly towards it to rule on the score or an accurate forward progress. (MM 13.5.b.3)
