BAFRA Newsflash




Production of the 2019 edition of the rulebook has started. Already most of the NCAA changes have been incorporated; the IFAF rule change process is well advanced; and the BAFA Rules Committee is about to ponder our national variations.

If you would be willing to proof read some sections, please let me know. The more people who volunteer, the less each person needs to do. You don't have to be a rules expert to do this - just able to compare two documents side by side. However, it is a good way to learn the rules at a very detailed level, so even rookie officials would be able to do it. Full instructions are provided.

Each year we get a small number of people who make a payment for their renewal but do not return their form. This delays the renewal process and may result in your membership being suspended whilst the anomaly is resolved. With the new data protection regulations that came into force in May 2018 your renewal will indicate that you are happy for BAFRA to contact you.

As in previous years, there is a survey attached to the renewal letter which you can either return to me or directly submit via the website. Your views help the directors by informing their discussions. When completing it on-line it is important that, once finished, you click on the “submit” button. If you do not do this, your survey will not be added to the database.

Finally, occasionally we get members who, for whatever reason, are unable to make their membership renewal payment within the specified timescale. If this applies to you, you must contact Roger Brown, Director of Finance, via to agree a payment plan. This will of course, be conducted in strict confidence.

Solent Thrashers

Owing to closure of a main road in the area of the venue, the away team was caught in heavy traffic so kick off was delayed for 30 minutes. Before the game, there was an honorary coin toss including military personnel and representatives of the charity supported on the day, this was followed by a minutes applause. The game was called with 0:53 left in the 4th quarter due to injury, with agreement from both head coaches.

Venue changed at last minute due to booking error. Field provided marked to minimum requirements at short notice. Rugby sidelines used so wider field than usual. 2nd half ran with running clock at request of both Head Coaches.

Play: A's ball, 3rd and 6, on B's 12. B37 intercepts A14's legal forward pass in B's end zone. B37 is hit while still in B's end zone and fumbles. B84 recovers in B's end zone, advances and is downed on B's 2. During B37's run, A77 is called for an facemask foul on B's 8.


Last week

Play: Team A attempt an onside kick. The ball has only gone 7 yards forward and is untouched when A27 blocks B58. B62 subsequently recovers the ball on the ground at the 50-yard line.

Ruling: Team A foul for an illegal block. This five yard penalty may be enforced either from the previous spot or five yards from the spot where the subsequent dead ball belongs to Team B (the 50 yard line) (6-1-12)

Game Situation: All officials carry a bean bag as part of their on-field equipment.  Which officials should carry at least 2 bean bags?

Last week

Game Situation: The game starts under normal conditions but part way through the first quarter, the cloud cover blows over and conditions on the field become hot and humid for the for the rest of the game. Players on the field are clearly in need of water and short rests. Should the crew take it upon themselves to call Referee’s timeouts to ensure every player gets a break and water?

Answer: Particularly in hot weather, encourage players to drink water during stoppages in play by
reminding them of the opportunities. Never call a Referee’s timeout solely for the purpose
of allowing players to take in water. Stopping the game at an arbitrary point will
always benefit one team over the other in terms of momentum. Instead, use the opportunity
of an injury or penalty enforcement to allow players to go towards the sideline for a
quick drink. (MM 5.3.5)
