MOVING TO ALL-ELECTRONIC GAME DAY REPORTING


As those members who attended the AGM will know, this is something we have been wanting to achieve for some time. Colin Willox has worked hard to develop a full suite of interlinked electronic forms that meet the requirements and should make it easier for the referee after the game. They have been tested with a range of dummy data to iron-out any potential flaws, but we now need to use them on a good number of games where a range of circumstances will occur.


We need a group of about 5 or 6 people who primarily work as referee in the BAFANL season. Initially, it will mean extra work for those people as the existing electronic forms and paperwork will need to be submitted alongside the new electronic forms with a view to moving to a fully electronic submission for the next BUCS season.


Hopefully the system will be much more efficient and, coupled with the move to electronic banking (also discussed at the AGM) should allow all processes to happen more speedily. If you are willing to be one of the referees to test the new electronic forms (and we don’t only want people who consider themselves highly computer literate), please let me know by 12th April.

CHANGES TO GAME FEES – NOTICE TO REFEREES


With effect from 1st April the game fees for 2015 will rise by £5 to £45 for a qualified official. The Rookie fee of £25 will remain the same as will Admin Fees. This means that the charge to teams for a Premier Division game will now be £300 and for other senior games the fee is £255.


For information: this is the first increase in game fees since 2006.


Can all referees ensure BAFRA Invoices issued to teams are correctly costed with immediate effect.

LEAGUE REGULATIONS


With the new season about to start, BAFA NL have confirmed that there are no changes this year to the rules they have options over. There is no option for video replay of disqualifications at half time. The running clock rule will only apply in the second half of games.


The senior league will continue to play 15-minute quarters (though remember it's 10 minutes in 9-on-9 junior games) and that there are NO extra periods if a regular season game ends in a tie. See http://rules.bafra.org/rules/docs/leagueregs.htm for details.

SITUATIONS VACANT


There are a number of posts that support the Board in their work and we are looking at creating one or two more to develop areas where BAFRA not as strong as it should be. The areas we want to look at are Marketing, General Media and Social Media. If any BAFRA members have a particular background or talent in any or all of these areas, the directors would like to hear from you. To get involved, in the first instance, please contact me with a CV outlining what you think you could contribute to these areas. Those appointed will need to work closely with the whole Board and with the General Secretary and the Director of Recruitment in particular and will report to the President who has overall responsibility for these areas.


Those interested should return their CV to me by 21st April.

NEW BAFA REGULATIONS


Not really rules, but BAFRA members need to be aware that BAFA has subsumed the old Disciplinary Code into what is now called the "BAFA Regulations". They now incorporate registration and safeguarding aspects, as well as introducing a means for teams to resolve disputes.

RULES UPDATE - BLIND-SIDE BLOCKS


I mentioned at last weekend's Convention that we wanted to tweak the definition of a blind-side block. Last year, when we were discussing targeting, I proposed that we use 10-2 as defined in the blocking below the waist rule. If the block came from within the opponent's 10-2 zone then it was not blind-side, he was not defenceless and hence it was not targeting if he was hit above the shoulders.


It has become clear that the interpretation used by NCAA is wider than this. So, for 2015, we will apply a definition that blind-side means any time the opponent doesn't see the block coming. Remember that a blind-side block is not itself illegal. It is when it is combined with forcible contact to the head or neck area of the opponent that makes it targeting.
